It signals the first World Cup event of the season, with the second leg due to take place in Lima, Peru, in two weeks.
The event welcomes 410 athletes from 45 National Federations. The total number of starts is 594.
The Opening Ceremony started with a performance from the official military band of Argentina, the Military Band of the 1st Infantry Regiment "Patricios", and concluded with a performance of the country's iconic traditional dance, tango.
ISSF Sport Director, Peter Underhill, delivered a speech on behalf of the ISSF.
Underhill said: "Indeed, it is a great pleasure for the athletes, teams and all members of the ISSF support group to be here in Buenos Aires for this first ISSF World Cup of the season.
"We are entirely grateful and express our sincere thanks to the National Federation, Federacion Argentina De Tiro under the direction and care of their Organising Committee, for all their efforts on our behalf. I am fully aware of the huge work and demands required to plan and then delivery an event such as this. It is not easy and requires immense industry and detailed planning for years beforehand, as well as clear leadership and individual contribution from so many people come event time.
"We acknowledge the great contribution of the Organising Committee, technical officials and volunteers who have made this event possible. The fact we are all here today in this wonderful sporting environment is testament and reflects this team effort and outstanding commitment.
"In advance, the shooting athletes and teams present here from around the world wish to thank all concerned for their kindness and consideration so far and their support to be given over the next nine competition days."
Ariel Alejandro Martinez, President of the Federacion Argentina de Tiro, said: "It is a true honour for me to be here today, 27 years after the last World Cup held in our country. This edition is even more special, as for the first time, all sport shooting disciplines are competing together in one single tournament on Argentine soil.
"This championship represents a key opportunity to promote our sport, and we are proud to have the full Argentine team participating, with the presence of the best shooters in our nation."
We express our thanks to ISSF Technical Delegates for the event, Rafael Guerra Mollinedo for rifle and pistol, and Bodo Gisske for shotgun. Victor Hugo Celiz is the Competition Manager for the event. Also in attendance for the Opening Ceremony were ISSF Vice President Kimberly Rhode; President of the South American Shooting Confederation Edington Jodson; and Diogenes de Urquiza, Undersecretary of Sports for Argentina.
